I was looking over the allkeys.txt file, as well as the conformance tests for the UCA, and one thing has me a bit confused. In CollationTest_NON_IGNORABLE.txt, the sequence (U+0410, U+0062) collates before (U+0430 U+0306 U+0334). However, if the latter is normalized to NFD, shouldn't it be
