I read that Utilities are the exception to Historic regulation.
Probably because, like PENN, the Utilities are an 800# gorilla with
contributions to "friends" in government at every level.

If I could regulate anything it would be the Cable lines running across
my property to serve others. 
We don't even have cable.

But I would not vote to forbid the pleasure of cable, and its confounding
number of channels, to my neighbors.
I would just lobby to have it run across poles along the back alley, and
hung higher than my neck (which rides about 5' above the ground).  I have
had to raise lines at three different properties to keep kids from
swinging from them.
I am also not a big fan of the trespass into my yard and up my back wall
(without notice) every time a neighbor makes a change in Cable
connection.

Hey, could the pro-HD folks put their energy into better regulating our
utilities not our "muntin bars" and "meeting rails".
