Graham's answer is mostly for Windows, probably Mac too. On GnuLinux
you don't seem to have to set the Locale Setting or
Regionalization to English (Uk).

It is possible to still get earlier versions of LO! Install in
parallel or into a virtual machine or on a dual-boot or something.
The in parallel is probably easiest unless you already have another
reason for having a vm or dual-boot.

I have a spreadsheet that won't calculate a vlookup. The formula
displays as the formula, not the result. In the formula dialog box, it
displays an answer for the lookup (I don't know if the answer is
correct) and if I click into the formula, it displays the cell
references as I'd expect.

Errr, do you know which version? Is it 3.6.6? 3.5.7? If you open
LibreOffice and click on the Help menu and go to About (at the
bottom usually) then that should tell you which version.
LibreOffice itself can be used to generate reports. Either in Base
itself or by using Writer or Calc.
