It seems to me that Regina's reply was based on the assumption that
Larry was having a problem with Writer. Unfortunately, he didn't make
clear until his second post that he was talking about Calc.
In Calc, there is a format button on the second line of the toolbars and
it does succesfully

One thing that always works for me is to export to pdf after you've set up
your page formatting in Libre the way you want it. If you choose the option
