Mobile Terminating SMS Messages

Dear Users, I need to be able to make my service automatically send messages every 8am morning to my database mobile numbers, I believe the term is mobile terminating. Can anyone help me how to use do it? Is it a function of kannel or is it something that should be triggered from my rdbms?
