Two things:

1. Reliability is something to implement in the sending application.
I am not sure about the current state of Kannel. But the case used to be
that after 3 times failingly trying to submit a message to a handset, the
message was silently discarding (you can count on that this will be the case
relatively often).
2. Performance is another thing. Don't expect to be able to send more than a
message every second (if you are lucky).
If I remember by heart, the official timeout for sending messages in the
GSM-specification is quite high. I don't remember the exact value.
