I had a very similar problem with an USB Enfora GSM modem where the dmesg
and /var/log/messages shows that the device was mounted when in reality it
wasn´t .. or at least not completely.

Looks that you have permission problems. See what user you use to start
kannel and the permission to the /dev/xxx. They should match.
Normally /dev/xxx is owned by root and kannel is run under other user/group.

update. It helped to have a more stable modem but still having problems...
I´m looking for test other modems since Enfora seem no to be stable under
load

move this question to users list.
try add at+cmee=1 or CME=2 to your modem config to have verbose modem login
check your modem AT manual. Some of the command might not have the same
supported features in different modems. Mainly CNMI
