I found a solution.
sim-buffering = true
Im not very happy with it (because of latency and concern of buffer
overrun) but it does the job.
Im looking now at AT+CNMI hoping there is a way to instruct the phone
it is in the dlr feature of kannel if you want some examples of AT command.

As fas as I know, this is not possible. operator usually block this feature
for modems/phones
