https://wiki.openoffice.org/wiki/Documentation/How_Tos/Adding_More_Languages#To_Add_More_Text_Languages_.28OOo_3.2C_StarOffice_9.2C_or_AOO_Version_3.4.x.29

True, but it is not something that moderators have any control over. In
fact our moderators really have only 2 choices, either "accept" or "reject".

In the days of OOo moderators had the facility to tag the subject line
of posts moderated through to the list, but previous requests to the AOO
PMC to provide similar facilities for this list have been strongly
resisted. The justification being that the mailing list software
just like ALL software cannot be modified to add
new features.

If you have a version older than 4.0 you could have an issue.
This is from the release notes of 4.0:
We no longer read or write the legacy StarOffice file formats (files
with extensions .sdw, .sdc, .sdd, etc.). Removal of this code makes the
OpenOffice codebase easier to maintain. The legacy formats have never
been the default format in any version of OpenOffice. Users with legacy
StarOffice documents are advised to re-save them into ODF format (*.odt,
*.ods, *.odp, etc.) *before upgrading*to Apache OpenOffice 4.0. This can
be done using File - Wizards - Document Converter in OpenOffice 3.x
OpenOffice 1.x files (*.sxw, *.sxc, *.sxi) are still supported.
