http://localhost:8080/sling/system/console/bundles should work, as well
as http://localhost:8080/sling
Depending on where you started your Tomcat instance there is somewhere a
sling/logs/error.log where you could find errors in case there are any.

I don’t know anything about SPNEGO. But you can implement your own
authentication handlers.
