Format > Styles > Styles and Formatting (or F11 by default as mentioned)

If you do not want spreadsheet headers & footers by default you can create
a template without headers & footers and set that as your default template.

Header and footer are in Format>Page.
What version of Libreoffice. My F11 works ok in 5.2 and has done all the 
way up to 5.2. Can't remember 5.3 as I went back because of a PDF 
generation bug.

Indeed, “Options — Language Settings — Languages” shows:

User interface: Default – English (USA)

Locale setting: English (USA), 

There is no apparent deleterious effect, but the appearance of “en_GB” 
remains an unexplained oddity.
