There is not just one server. There many "mirror" servers in locations
across the globe. When you click the download button, the website server
selects and redirects you to a "mirror" close to your assessed location.
It is possible that the selected "mirror" was experiencing problems at
the time you tried download. You could retry the website download page
again, or choose a "mirror" from those listed on this page:
https://download.documentfoundation.org/mirmon/allmirrors.html
The location you choose is not critical, but choosing one reasonably
close to your location is normally better (ie, fewer internet hops) than
one on a different continent. Look for one with 3 *** in the priority
column and click it's HTTP or FTP link.
