What I fear is that in 2009 if the American economy is as pitiful as it is today, the U.S. government and industries will plead that it would be an unfair trade practice to insist that the U.S. use SI only.  The U.S. may manage to avoid confronting the metric issue altogether if that case can be successfully presented.

That is exactly what we are afraid of.  Do nothing for 10 years then come to the EU again, crying the blues for the third time.
