I'm not sure what state but I doubt we have that law in NY. I routinely get 
measured in kg and m but many specialties will still do it in English. I have 
seen it all ways. Sometimes they do it in metric and use a chart to write it in 
English and vise versa.  I'll have to ask my Dr. about it next visit see what 
they use predominantly.  I think they like the English when talking to patients 
about weight management but use metric for dosing and other needs. I had a 
procedure for Kidney Stones and at the pre-op visit they did the measurements 
in metric. I am guessing the anesthesiologists works in kg for dosing of 
anesthesia but I can't be sure.

In what State did you visit your substitute doctor?

I’m surprised that the scale for height was in millimeters rather than in 
centimeters!

Usually, a nurse rather that a doctor does the routine bodily measurements.
