Exactly this should work. Use the SciTech VESA driver for Win98 and you
should be fine. But this driver is not free AFAIK.

Most probably there is a USB driver on the host active for this device.
Unload this driver manually and try again. Type
cat /dev/bus/usb/devices
and look for a line Driver= belonging to your device.
