Velocity just generates the (D)HTML (as it can generate many other types of
text).
Therefore you are free to use it to generate DHTML (but it's not supposed to
help you with it).

For very simple graphs HTML-table tricks might work,
but requirements
tend to become more complicated.
Once you've invested the time in understanding the
basics of
JFreeChart or another library, it becomes relative
easy to implement
more complicated requests.
