  I was wondering: a) does anyone use inegales in these pieces?

Well - they should do I think...Castillion does.

  b) should the player really put an emphasis on the first beat of the
  bar?
No- it should probably be on the second beat at least some of the time but chaconnes do vary. Carre is a bit iffy anyway and he bars things wrongly. And most of his music is a sort of take on other people - you keep hearing bits that you recognise but can't quite place. He was the quintessential plagiarist. He is trying to remember others pieces.

(but it feels like the music isn't on the beat)
  c) should you 'play through' without pausing - just a sort of floating
  tintinnabulation. This seems like a good idea but doesn't always  work
  - like in the sixth couplet here.

Depends what you men by pausing and floating. He has indicated that each couplet should be repeated...it continues over the page incidentally unless I missed a bit...
