I use 1Password and it works well. Though there are paid subscriptions and a $10 in-app purchase, I am still using the free version of 1Password. It does all that I need. It is very accessible with Voiceover. If you have a Touch ID capable device, you can also use your Touch ID to unlock the app.

There are no apps that I know of. They could just tell Siri to turn on VoiceOver. Try it out for a while, then tell Siri to Turn off Voiceover. They also could download the VO Tutorial and then turn on VoiceOver and go through the tutorial which does a very good job of helping people learn
