When I go to the status bar running IOS 17.4.1 I see microphone in use, then I
tap it and it displays siri and dictation are in use but there is no way to

Are you using Wi-Fi if so try turning that off and then back on again maybe
it's the Internet connection you could also try turning Siri off and then back
on again and you might be able to do the same thing with with dictation in
settings
