When going to VNC Server 4 (User Mode), I only get the option to Configure VNC
Server. Run VNC Server is not there and there is no VNC logo in the service
tray.
Should I download the software again?

It sounds like you may have a faulty virus scanner that's deleted the other
entries. You may want to check your anti-virus logs to determine whether
