Connection Sharing machine? If yes, it's acting like a router. Since it has ICF,

You could change your port number to less than 5900, eg port 80 as a lot of
people had requested it. You need to create the PortNumber in the registry as
stated in the DOC. Take a look here:

Note also that you have to use native viewer.
You're using VNC4 server. You could use net command to start/stop VNC
server service.
