The only details that I can surmise from this label is that it probably came from “Ruskhim” which from the web is/was a seller of reagents, chemical, raw materials and lab gear … and that the sales date was 1990. And at least the seller considered it to be 99.90 % nickel. This means

Jed-- Your understanding of how radiation is regulated is not entirely correct. NRC has cognizance over certain radioactive materials and, hence, the safety associated with handling those materials. Many radioactive materials are not controlled by NRC. For example, materials activated by

Rossi knows that his reactor can produce radiation. He has taken steps to reduce of eliminate that radiation. Your the person who said that Rossi's reactor needed to be tested for years to see if it produced radiation. The FDA has product rules for radiation production produced over a time

The possibility of really-cold cold-fusion pops up from time to time. The J-T effect would require the temperature of liquid nitrogen. The basis of the idea is that if most the gain occurs via radiation that escapes the reactor (in particular – muons) then the reactor can be kept at

It seems to me if the measure of success is the production of excess heat that Rossi would surly know how the ERV yearlong test went. But the criteria for successfully passing the 1 year test may not be COP but the production of ionizing radiation or the lack of it. Rossi has spent many years in
