Sorta has something to do with neutron density. The water not only
acts as a coolant but also as a neutron moderator.

The helico's have been recalled. It's not a viable solution. The

Except for three which has MOX fuel.
Oh, and F2 which likely has a core breach. Still not as bad as F4.
