voyage-base.etch.tar.gz is just a bootstrapped version of etch, it is
not voyage and is not ready to use.
An experimental kernel with serial_cs module can be found in
http://alpha.voyage.hk/contrib/punkytse/test-kernel/

Voyage 0.2 development has been stopped. All development work goes to 0.3.
Unfortunately, I am in the middle in preparing an etch version of
voyage. Before etch-based voyage comes out, I may still build a
sarge-based voyage in form of voyage-current.tar.gz.
No need to use 0.4.9.
