I have an ALIX SBC that I am running Voyage on.
I have done a bit of research however I can seem to find why the ntpd stops on
reboot.
Im sure that someone must know the reason.

Best guess: You installed voyage as a normal
For voyage 0.7.5, you may need to disable these scripts:
/etc/network/if-up.d/ntpdate
/etc/dhcp/dhclient-exit-hooks.d/ntpdate
/etc/dhcp/dhclient-exit-hooks.d/ntp
