You're right, thank you for bringing this issue to my attention. I believe I've fixed things in r27878.

Safari for Windows no longer recognizes the /frameworkPath flags (as of version 3.0.4). run-safari no longer uses it (as of r27878).
-the wiki needs to be updated since the comment about the arguments that run-safari uses is no longer correct
I've updated <http://webkit.org/building/debug.html>. I don't see any debugging instructions on our wiki.
