My sincerest apologies for long time of inactivity. I am in the process of through the patch queue in order to apply the most urgent bugfixes to 1.7 so that we can roll out 1.7.1 and then concentrate on 1.8, which will contain some of the new features submitted to the patch list.
I promise to revisit the CVS write access issue ASAP, so that the active contributors don't need to wait for me to get their changes in the canonical sources.
