If you mean the patch to src/html-parse.c posted by Hrvoje Niksic 
on 29th June 2001, with the subject 'Re: xhtml? Re: Standalone html 
parser', then it can be applied to the current cvs version as its 
changes haven't been committed to cvs yet.

Perhaps your 'wget 1.7.1 pre' snapshot doesn't match the cvs, or 
perhaps you need to strip some email text from the front of the 
patch, or perhaps you forgot to use patch's -p1 or -p0 option 
(depending on whether you were in the 'src' directory or its 
parent, respectively,  when you attempted to apply the patch).
