Since you mention SQL Server, I assume this is on
Windows. To the best of my memory, wget is downloaded as a ZIP file, and
not "installed" per se, but the executables
are just placed in a target folder.
Instead of uninstalling, just deleted the target
folder.

What you describe looks like Windows ASCII mode. I thought (from the
description on the wget site) that BINARY mode was the default?
