There are many server-side options and it really sounds like that's where
CML would fit. Your developers would write in CML, and the 'engine' would
render that into the appropriate content for delivery to UAs.
Personally I don't see value in this proposal.

Quotes are really only optional on single-value attributes, or it
creates a parsing nightmare, trying to read the authors mind.

Certainly that's reasonable. Yes, you are absolutely right insofar as FF
goes, although I'm not 100% convinced that authors should be left in the
driver's seat; this may be something best left 100% in the hands of UA.
