Tinu that is a nice idea to implement. We cannot be sure of its
implementation though since generally the welcome email is directly deleted
by a newbie.
However, this should not stop us from having a set of rules to share.

No, it is not. If it is something you like - best test it in a test wiki - you
should propose it to be activated in your wiki community, and if they agree,
you can create a request for enabling it in bugzilla.Wikimedia.org with
reference to the consensus.
