[Wikitech-l] Doxygen upgraded on CI

Hello, I have upgraded Doxygen on the CI infrastructure this morning to 1.8.19. Most repositories used 1.8.18. MediaWiki extensions were still using 1.8.16 due to a crash occurring when processing Wikibase [T254465]. Changelog is available at:
