The approach Dept. Heads at the County used recently in evaluating what
might be considered by the County Board for cuts was -

the Winona County Historical Society and the Winona County Extension
Office.
Received a reply from two of them. The
University of Minnesota Winona County Extension Service Master Gardeners...there
are
27 of us certified in Winona

I am not sure I am getting your meaning, Bob, but I do believe that taxes
pay for services for the benefit of all taxpayers. I believe this even if I
am not a direct benficiary of those services.

Who, then, does benefit? Have I been deluded in thinking that the amenities
that I have recieved from the city/county/state level have not come from
