[Winona Online Democracy] For two days the Twin Cities papers have had articles about a Winona Nursing Home having a sex offender placement. It still isn't covered in our local paper today but I still think it needs to be brought up. Sauer has one. None of the employees or families knew. The Administrator didn't know he was a sex offender until after the placement was made. Under the Minnesota Vulnerable Adults Act the County Board is responsible for certain investigations and interventions concerning abuse and neglect of vulnerable elderly and disabled adults. Usually in a nursing home the primary responsibility for any such investigation is left to the State Health Dept. licensing officials. The problem up in the Twin Cities home, where abuse took place by one such offender in placement, was a person put there by the State and then investigated by the State. I believe some of state law leans toward such things being based on local community standards. I would be interested in what our local community thinks about how such placement of sex offenders from prison to community facilities should be done and how, and if, the community should be involved.
