       I ride a motorcycle and took the motorcyle safety course. They teach
to be very defensive whichmany of us forget.  

Pedestrians, especially in the areas on Hyff street seem to have a new
aditude that no matter what they do or where they cross cars will stop.  

The police in Winan do a excellent job, but people need personal
responsibility.  The police have a lot to do and can be more effective
working with criminals, rather than being a nanny to people who do not use
caution.

Leslie- I take great exception to some of your comments. I do not know
the specifics of the two squad cars that you say ignored the violation,
however, I can tell you that we make an exceptional number of traffic
stops in this city, both for speed and red light violations. In fact the
increased enforcement and use of Administrative Citations has reduced
the number of accidents in this city from 1245 to 816 in one year. We
take violations very seriously.

A motorcycle rider was injured this week in Winona when a car ran a red
light.

Running red lights has become the norm as of late. And the police seem
oblivious to the violation. Last fall, after delivering my car to
Chrysler Winona to have an oil change, I walked to the Post Office to
drop some mail. I waited for the Main/Fifth street light to turn green
and began crossing southbound. Just as I stepped off the curb, a car
wizzed past me westbound on Fifth. This car clearly ran the red light.
Two northbound squad cars were waiting on Main street at this same
intersection. NEITHER OF THEM MADE A TRAFFIC STOP OF THE VIOLATING
VEHICLE! They just went about their business, one continuing north and
the other turning west (but not to stop the offending vehicle).

Cars violate the red light law at nearly every cycling of every traffic
light in the city. This change in driver behavior seems to have been
precipitated by a change in the cycling of the lights. Traffice lights
now cycle so that there is red in all directions for a short period
during each cycle. Drivers now treat red lights like they used to treat
amber lights. Thus, it has become routine for cars to run red lights in
this city.

If the police don't catch them (and it appears they seldom do) then some
driver who is entering the intersection on a green light eventually
will.
