Yes, the option gone. WP doesn't try to do compression, so you
shouldn't need to turn it off. We leave compression as a decision for
the server.

As someone said, because now WordPress leaves it to the server.
Almost any webserver now can deal with some kind of compression, even
shared hosting
it is just that easy:
(Install wordpress)
Add your prefered Admin User
Log in as this user
Send Admin to dev/null (delete this user).
Yes an option in installation would make this a one instad of 3 Step
Process, but since you do not do this every day...
