It was not so much an issue as rather a preference. They did manage to use
the existing navigation quite well, but both mentioned they preferred
dropdown menus to assist in the navigation and help them get quicker to the
information they were looking for.

We tested 16 users altogether and two of those users were "Culturally Deaf".
None of the other participants had hearing impairments, but as mentioned we
had a couple of users with learning or cognitive disabilites that made a
similar reference to the dropdown menus. Again, in all cases it was a
preference, not a requirement. So more an issue of usability than
accessibility, in my opinion.
