It's really hard to answer this question unless you provide your
configuration file, and preferably a log file aswell.

There are two probable explanations. Either startx is not installed (or
built) or it may not be on your path. Although my X came pre-compiled you
can try looking
picture or none at all.
For the most part I find leaving the monitor refreshing somewhere between
70-75 hz is usually a good thing, since you never run into problems with
it flickering under regualr AC lighting.
If I were you I'd leave my screen where it is and be happy with it.
