It seems to got working.
Here is what I did. My XFree86 distribution has directory
/usr/X11R6/lib/X11/locale/iso8859-7
and libc has
/usr/share/locale/el_GR.ISO8859-7

You need to set the correct LOCALE (or at least the correct CTYPE)
before starting your clients. So:
