This extension needs memory manager, so it will be upstream once we get kernel bits upstream maybe 2.6.29 but i would rather bet on 2.6.30. Also you might be confuse with extension precense, what does report glxinfo in OpenGL section (last section of glxinfo) if you see GL_EXT_framebuffer_object then it's a bug but i don't recall seeing any code to expose this extension.
