That format is defined in ISO 8601 and is used commonly in web
services, where the clients and servers may be distributed across
multiple time zones.

There are library functions in many languages which produce ISO 8601
valid dates, like PHP5: http://us2.php.net/date

Also, while I'm being pedantic, the Unix-style timestamp is seconds
since 1/1/1970, not milliseconds.
