As sometimes happens, removal really means moved :
it has a new Portage category all to itself
using the rest of systemd.
That's what I have suspected but I did not find anybody that has
experience with such setup. If anyone tried it, comments are welcomed.
In the meantime I have settled with lightdm instead of gdm and stay
with sys-fs/udev.

For the sake of the argument, elogind is a standalone package. systemd
provides 'logind'. I run all my systems without systemd with lightdm

Have you tried restarting the 'display-manager' service instead? IIRC,
it replaced xdm.
You are correct, I'm suing "display-manager" not xdm. So I was restarting the
wrong one :-/ that is why it didn't work. One of those days.
And to login it uses "lightdm"

Instead of sysklogd I would use syslog-ng. I don't remember the reasons.
Instead of xdm you'd better try slim or lightdm. Lightdm doesn't need
systemd either, except if you want to use multiseat with it.
Then you should replace udev by eudev and put USE=&
