You didn't give us many informations, but I try guessing.
You are on a unix machine the user running james does not have
privileges to create folders.
Otherwise please note that "i can't start my Mail server" probably means
that you have a failure on startup: it IS either logged in the console
or in temp/phoenix.console file. Otherwise you can also monitor the
<jameshome>/apps/james/logs folder for more logs.
