Yeah we currently export the attachments out of the SM database so I am not concerned about that. Whenever a request is closed, or resolved the powershell script exports the attachments.
Just looking for the history of the attachments so I can add that to a report and just direct them to the network drive where the files are stored so they can get it themselves. It's the only Glaring Issue from using the product in companies that have regulatory compliance to meet. A few guys have come up with creative ways around the issue, but having to export all attachments to a sharepoint site, and link to them in SCSM is not a good solution IMHO.
