I believe I have read that these can sometimes be removed with a laser, similar to how they remove a tattoo. My wife has one on her arm exactly the same place her mother spilled hot water on her arm and burned it when she was pregnant.

It covered all one side of her face, from under her eye to her chin. And there must have been something inside the face too, as that side was more puffy looking than her other side. She had this all her life, until she became an adult. One day I ran into her on the street and didn't recognize her because she'd had the mark removed. It also made that side go back to normal so they must have taken the inside growth out too. Perhaps surgery is the best way. I know that lady, as a child, went through a lot of teasing from other kids.
