I've had a look at it and the changes from the current package are minimal. That means you copy over the debian/ directory to the untarred udpcast release, patch the Makefile, rename the tgz to orig.tar.gz make a last quick xxdiff over both trees and issue a debuild or similar. Why am I saying this? Because I'm one of those who's main gpg key was ElGamal and so I have revoked it and should no longer be able to upload.
