5) I can't just remove /usr/kerberos/lib from the system because openssh-3.8.1x links against openssl, which links against kerberos. (Neither of which are in our source tree, yet).


I've attached an openssl.rul.

So, maybe I haven't attached it yet. Still testing it, but I'll send it soon as I'm done. Do you think this plan will adequately address your concerns?
