The simple answer is compatibility :-) we should check if the kernel supports cpio initramfs. OTOH if no filesystem are available in the kernel is an explicit condition to say that the kernel supports initramfs. Another reason is memory consumption. All the files are allocated by the VM, but VM can't free the initramfs files, because there's no backing store and no pivot_root/umount support.
