Yes, we use Maya and export_skm.mel script found in
  core/smartbody/Maya mel scripts/

There is also an updated version of this script located in
  branches/fast/Maya mel scripts/
that works better with rigged skeletons.

I believe the PandaBMLR developers at Reykjavik wrote a python exporter for Blender to create new .skm animations.  I don't know where this is can be found at the moment.


Sorry for the missing documentation.  I'll add a stub to the manual right now.
