It does have some legal power as it show the "intent" of the FAA. Judges can use these when interpreting FARs. Still, there is no FAR that regulates models so I'm not sure any of this matters. In any event, if you are not a FAA licensed pilot or an airplane owner the FAA has no means of enforcing anything against you.
